| The
City of Mount Pleasant establishes and administers laws through a
council-manager form of government. The council-manager form of government
is the system of local government that combines the strong political
leadership of elected officials in the form of a council, with the
managerial experience of an appointed local government manager. The
council-manager form of government is designed so that all power is
concentrated in the elected council, who hires a professional manager
to oversee the daily delivery of public services. The council is made
up of five members, who are elected by an at-large-by-place system.
Members of the city council and mayor are elected for two-year terms
on a nonpartisan basis. The council appoints one of its members as
mayor pro-tem to chair the council in the absence of the mayor. The
mayor, who is elected at-large, is recognized as head of city government
for ceremonial and emergency purposes, but is not a voting member
of the council.
City council responsibilities:
- Legislative functions of the city
- Establishing the tax rate
- Approving the budget
- Planning for capital improvements
- Adopting all city ordinances
- Selecting citizens to serve on city boards and
commissions
- Approving the issuance and selling of municipal
bonds
- Purchasing and selling property
- Appointing the city manager, the city attorney,
and municipal court judge.
- Working closely with the city manager to formulate
the city's annual work program.
City manager's responsibilities:
- Supervising the city's daily operations
- Hiring department heads
- Supervising city personnel
- Directing and coordinating all municipal programs
- Overseeing enforcement of municipal laws and ordinances
- Recommending an annual budget
The city council holds regular meetings on the first
and third Tuesdays of each month at 6:00 p.m. in the city council
chambers of city hall located at 501 N. Madison Avenue, Mount Pleasant,
Texas.
