DEPARTMENT RESPONSIBILITIES

NEIGHBORHOOD STANDARDS & CODE VIOLATIONS

Ensuring a safe and desirable living and working environment is a priority of the Code Enforcement Department. The City Code of Ordinances authorizes inspection services and sets forth guidelines for the abatement of any violations of the code.

The guidelines below are a partial listing of City ordinances pertaining to Neighborhood Standards. For more information, please see the City Code of Ordinances.

Weeds & Grass
Unsightly vegetation, weeds and grass, or brush shall not be allowed to grow to a height greater than 12 inches.

Trash & Rubbish
Property is to be kept free and clear of impure or unwholesome matter such as household garbage, wastepaper, cans, bottles,boards, auto parts, plastics, furniture, yard trimmings, or other such types of rubbish.

Open Storage
Outside storage or accumulations of appliances, plumbing fixtures, building materials, metals, barrels, cans, furniture, mattresses, or similar items in any manner that is unsightly or objectionable is prohibited.

Garage Sale Signs
One sign is permitted on the property where the sale is to be held. Garage sale signs are prohibited on utility poles, trash receptacles, or in city rights-of-way.

Swimming Pools
Swimming Pools must be inside a fenced enclosure in side or back yard. It must be at least 4 FT tall with a lockable gate that opens outward. For more information about public swimming pools, see Public Swimming Pool, Spa, & PIWF Inspections.

Blind Corners
Trees, shrubs, bushes, plants, or grass at or near intersections shall not be planted or allowed to obstruct the view of traffic in any manner.

ADDITIONAL DEPARTMENT RESPONSIBILITIES

FOOD SAFETY

The Food Safety Division of Code Enforcement is responsible for the permitting and inspection process of all food service establishments within the city limits. The staff will also review building plans for new or extensive remodeling of food service establishments.

Food Service Permits
All food service establishments are required to obtain a food service permit, including temporary operations of less than 7 days.

Food Service Inspections
Routine inspections of food service establishments will normally be conducted 1-4 times a year, based on type of establishment.

Inspection Reports
All food service establishments are given a copy of their inspection report. The reports must be readily available for the public to view.

Complaint-Based Inspections
In addition to routine inspections, complaints may result in additional food service inspections. All food handlers must obtain a health card before employment. You can acquire this certificate by taking our on-line Food Handler Training course. Certificates are valid for two years. The cost of this training is $9.00.

Certified Food Manager Required
Food service establishment are required to have at least one certified food manager on staff.

PUBLIC SWIMMING POOL, SPA AND PIWF INSPECTIONS

The City of Mount Pleasant provides inspection and code enforcement activities for these facilities within the city limits. In the best interest of public health and to meet service demands, a regular inspection process is set.

The purpose of the inspection process is to protect the public from waterborne diseases, and to prevent/protect against injuries, near drowning and drowning deaths associated with the design and operation of public swimming pools and spas. Entrapment hazards must be eliminated to prevent the swimmer’s body or hair from being sucked into or onto the drain of a pool or spa.

Call or come by the code enforcement office where a copy of the Texas Food Establishment Rules can be purchased for $5.00. This booklet contains the requirements for food service and a copy of the inspection form used in the inspection process. See online forms.

Yes. Anyone wishing to operate a food service establishment or sell any food products to the public within the city limits of Mount Pleasant must obtain a permit before conducting such business. See on-line forms.

Health department permit fees range from $25.00-$75.00, based on type of establishment. See on-line forms.

Yes. Anyone working in a food service establishment must have a current food handler certificate or health card before employment. Food handler certificates can be obtained by logging on to our website and taking the course. Once completed, you may print your certificate from your computer. Food Handler certificates are valid for two full years. Health cards are issued based on the submission of medical information from your health care provider or clinic for a fee of $2.00. Health cards must be renewed annually and are issued at the Code enforcement office at 500 N. Madison accross from city hall.

If the property has high weeds and grass (above 12 inches), trash or rubbish, tree trimmings, or items stored outside such as appliances, tires, auto parts, metal, etc., an officer may notify the owner or occupants that these conditions are in violation of the health and sanitation ordinance.

Only one (1) sign shall be allowed for each garage sale. If a sign is used, it must be placed on the property where the garage sale is located. No garage sale sign shall be attached to any utility poles, trash receptacles or in the city rights-of-way.

Yes. It is the duty of any owner, occupant or agent in charge of any real property in the municipality to keep the area from his/her property line to the curb line or street pavement, free and clear of trash/garbage.
