The Human Resources office for the City of Mount Pleasant is responsible for the maintenance of all personnel records. HR assists departments with personnel policy guidelines, group health, dental and flexible spending plan administration, retirement plan administration, deferred compensation plan administration, employee orientations, worker compensation administration and unemployment benefits.

EMPLOYEE BENEFITS

RETIREMENT

  • Texas Municipal Retirement System
  • Employee contribution rate: 7% of salary
  • City matches employee’s contributions at a 2:1 ratio
  • Employees are fully vested after five years of employment
  • Employees are eligible to retire at any age with 20 years of credited service
  • Deferred compensation programs are available if employees choose to participate

HEALTH INSURANCE

  • BlueCross BlueShield of Texas High Deductible Health Plan
  • Health Plan effective the first of the month following 30 days of employment.
  • City pays the employee only premium and 1/2 of any dependent coverage
  • Optional dependent coverage is available for $179.66/pay period ($359.32/month)
  • Optional family coverage is available for $233.66/pay period ($467.32/month)
  • $5,000 employee only deductible/$10,000 family deductible – after deductible, insurance pays 100%
  • City funded HRA (Individual policy-employee responsible for $1,ooo and City for $4,000 of the deductible). (Family policy-family responsible for $2,000 and the City for $8,000 of deductible).
  • Optional dependent dental is available

LIFE INSURANCE

  • City provides $50,000 life insurance on employee
  • Voluntary life available on Employee guaranteed to $100,000 and Spouse guaranteed to $20,000 (premium is age rated)
  • Dependent child life ins is available

DENTAL INSURANCE

  • BCBS
  • Effective the the first of the month following 30 days of employment
  • City pays employee only dental coverage
  • Optional spouse dental is available for $18.28 pay period ($36.55/month)
  • Optional dependent dental is available for $28.44 pay period ($56.88/month)
  • Optional family dental is available for $52.97 pay period ($105.93/month)
  • Dentist of your choice
  • (2) cleanings/x-rays per year paid at 100% under preventive with no deductible
  • $50 annual deductible
  • After deductible, insurance pays 80% of most charges (50% crowns & dentures)
  • Orthodontics benefit $1,500 lifetime/per person

LONGEVITY PAY

  • Full-time employees receive $120 per yr longevity pay – paid at the end of the year
  • Longevity pay begins after completion of one (1) year of service to the City

HOLIDAYS

Fourteen paid holidays per year as follows:

  • New Year’s Day (January 1)
  • Martin Luther King Day (Third Monday in January)
  • President’s Day (Third Monday in February)
  • Good Friday
  • Memorial Day (Last Monday in May)
  • Juneteenth (June 19)
  • Independence Day (July 4)
  • Labor Day (First Monday in September)
  • Columbus Day (Second Monday in October)
  • Veterans Day (November 11)
  • Thanksgiving Day (Fourth Thursday in November)
  • Friday after Thanksgiving
  • Christmas Eve (December 24)
  • Christmas Day (December 25)
  • Holidays for firefighters that work twenty-four (24) hours shifts are included in vacation time

VACATION

  • 1 – 2 years of service = 80 hours/10 days accrued vacation
  • 2 – 10 years of service = 120 hours/15 days accrued vacation
  • Over 10 years of service = 160 hours/20 days accrued vacation
  • Employees may carry forward 240 hours with less than 10 years of service and 320 hours with over 10 years. Accrues bi-weekly and cannot be taken during the first thirty days of employment.

Fire Department personnel working a 24-hour shift:

  • 1 – 2 years of service = 264 hours/11 shifts accrued vacation
  • 2 – 10 years of service = 324 hours/13.5 shifts accrued vacation
  • Over 10 years of service = 384 hours/16 shifts accrued vacation
  • Fire personnel may carry forward up to 360 hours of vacation on their anniversary date with less than 10 years of service or 480 hours with more than 10 years of service

SICK LEAVE

  • Shall not be granted to an employee during the first month of employment
  • Employees earn 12 days per year (3.70 per pay period)
  • Fire Department personnel accrue sick leave on a basis of 144 hours for each full year of employment (5.54 per pay period)
  • If unused, sick leave may carry forward each year on the employee’s anniversary date up to a maximum of 90 days
  • Sick leave is for employee’s personal illness, or to care for an immediate family member – *see below
  • Fire Department personnel working a 14-hour shift: If unused, sick leave may carry forward each year on the employee’s anniversary date up to a maximum of 1,080 hours/45 shifts

*Immediate Family Member – spouse, child, parents, or siblings.

BEREAVEMENT LEAVE

  • Shall not be granted to an employee during the first month of employment
  • Six (6) days per year (does not carry forward if unused)
  • Fire department personnel on a 24-hour shift receive 72 hours per year (does not carry forward if unused)
