MPPD COMMAND STAFF
Chief Buhman came to Mount Pleasant in September of 2020 with over 23 years of law enforcement experience. He previously worked for the Salt Lake City Police Department, retiring as an acting Captain and prior to that the Chief of Police’s Executive Officer.
Throughout his career he has worked in various uniformed and investigative units such as leading the SLCPD Intelligence Center and investigating child internet crimes as a member of the Utah Attorney General’s Internet Crimes Against Children Task Force. He has instructed in law enforcement disciplines such as emergency vehicle operations, bicycle patrol, hate crimes, child internet crimes, and given dozens of internet safety presentations to a variety of community groups.
Chief Buhman graduated from Brigham Young University with a bachelor’s degree in Sociology, is a graduate of the Northwestern University School of Police Staff and Command, and attended the West Point Leadership Program. He speaks Spanish and has spent hundreds of hours volunteering as a youth program leader and with the Boy Scouts of America.
MPPD DIVISIONS
The Criminal Investigations Division (CID) is responsible for investigating criminal offenses that have occurred within the city limits of Mount Pleasant. CID is composed of the Criminal Investigations Unit and Narcotics Unit.
CID is responsible for the detection and investigation of crimes against persons, juvenile crimes, family violence, property crimes and financial crimes. All the detectives are assigned to a primary area of investigation but are crossed trained and capable of investigating different offenses.

The Property Crimes investigators are responsible for the follow-up investigation of all crimes involving property. Cases worked by property crimes detectives include, but are not limited to: Burglary, Criminal Mischief, Theft, Unauthorized Use of a Motor Vehicle, Criminal Trespass, and Graffiti.

The Financial Crimes detective is responsible for the follow-up investigation of all crimes related to finance and ID Fraud. Cases worked by the Financial Crimes detective include but are not limited to: Credit/Debit Card Abuse, Check Fraud, Forgery, Identity Theft, and Fraudulent Use or Possession of ID information.

The Mount Pleasant Police Department Narcotics Unit is a proactive unit that aggressively works with local, state and federal agencies in an effort to reduce the distribution and possession of narcotics in our community. The Narcotics Unit is responsible for investigating cases involving all drug related issues including the sale, possession and manufacturing of illegal drugs.

The Mount Pleasant SWAT Team consists of 12 Operators, two Team Leaders and one Commander. Additionally, the unit includes eight hostage negotiators who assist during crisis situations. These officers work in assignments throughout the department and are “called out” from their primary duties.
Historically, utilizing a highly trained, highly skilled police tactical unit has been shown to substantially reduce the risk of injury or loss of life to citizens, police officers and suspects. It is the intent of the Mount Pleasant SWAT Team to provide a highly trained and highly skilled tactical team as a resource for the Mount Pleasant Police Department in the handling of critical incidents.
The mission of the Mount Pleasant SWAT Team is to support the Mount Pleasant Police Department and any of our partner law enforcement agencies with a tactical response to critical incidents.

The Support Services Division is under the command of Lieutenant Travis Nichols. Support Services Division consist of: Animal Control Services and 911 Communications. In addition, the Support Services lieutenant is responsible for the department’s equipment as the Quartermaster and is the Training Coordinator.

The Mount Pleasant Police Department 911 Communications Unit utilizes some of the most modern, efficient, and up to date technology in dispatching calls for service. The Communications center is equipped with a radio system, which enables Dispatchers to communicate with City of Mount Pleasant Patrol Officers, Mount Pleasant Fire Department, other city departments, and surrounding emergency service agencies located within Titus County. The center receives all 911 calls for Titus County.
Telecommunicators utilize Computer Aided Dispatch (CAD) system to enter and dispatch calls for service. The center is manned 24 hours a day and 7 days a week.

The Patrol Division is under the command of Lieutenant Mark Miller. The Patrol Division is the primary provider, and face, of police services to the community. The key functions of the Patrol Division are to respond to calls for service, take traffic control measures, and patrol neighborhoods looking for possible criminal behavior.
As the most visible member of the Police Department, the patrol officers are the first responders to calls for service while patrolling the streets of Mount Pleasant. The Patrol Division is responsible for the primary investigation of calls for service, traffic enforcement, and accident investigations.

Animal Services runs the Mount Pleasant animal shelter and works to reunite pets with their owners, shelter those in need, and find new homes for animals that are lost or without a permanent home. Mount Pleasant Animal Control officers typically are on duty Monday through Friday from 8am-5pm and the shelter is open Monday through Saturday 10am-4pm and can be contacted at (903) 575-4174. After hours, residents should contact the Mount Pleasant Police Department at (903) 575-4004 for Animal Control emergencies.
